# Maps & Scenarios

This appendix serves as a placeholder for reference maps and scenario walkthroughs. It keeps geographic and scenario-specific material out of the core narrative while providing a centralized location for operational visual aids and stress-test results.

## Map Annexes (Reference-Only)

Maps in this section provide the spatial context for monitoring, voting, and reconstruction.

### 1. Freeze Phase Mapping
- **Ceasefire Scope and Geography:** Delineation of lines, buffer zones, and deconfliction sectors.
- **Humanitarian Corridors:** Primary and alternate routes for aid and civilian movement.
- **Protected Infrastructure Register (PIR):** Visual overlays of critical energy, water, and medical sites (subject to security redaction rules).

### 2. Vote & Rebuild Mapping
- **Observation Deployment:** Maps showing intended vs. actual observer coverage to detect "blind spots."
- **Reconstruction Clusters:** Geographic grouping of recovery projects and logistics corridors.

- **Trigger Event:** The initial incident or violation.
- **Actors and Roles:** Who reports, who verifies, who adjudicates.
- **Timeline:** Sequence of actions from $T_{0}$ to resolution.
- **Gate Impact:** Does this cause a gate to pass, fail, or pause?
- **Consequences:** Which incentives are rolled back or suspended?
