This appendix serves as a placeholder for reference maps and scenario walkthroughs. It keeps geographic and scenario-specific material out of the core narrative while providing a centralized location for operational visual aids and stress-test results.

Map Annexes (Reference-Only)

Maps in this section provide the spatial context for monitoring, voting, and reconstruction.

1. Freeze Phase Mapping

Ceasefire Scope and Geography: Delineation of lines, buffer zones, and deconfliction sectors.
Humanitarian Corridors: Primary and alternate routes for aid and civilian movement.
Protected Infrastructure Register (PIR): Visual overlays of critical energy, water, and medical sites (subject to security redaction rules).

2. Vote & Rebuild Mapping

Observation Deployment: Maps showing intended vs. actual observer coverage to detect "blind spots."
Reconstruction Clusters: Geographic grouping of recovery projects and logistics corridors.

Security Note: Publishing precise coordinates can create targeting risks. Public versions of this GitBook must use generalized maps, while precise GIS layers are kept restricted to verified monitors and governance bodies.

Scenario Walkthroughs

Scenario walkthroughs illustrate how the Freeze–Vote–Rebuild framework behaves under stress. These are used to calibrate gates and train personnel.

Scenario A: High-Severity Violation During Freeze

Process: Incident report intake $\rightarrow$ S4 classification $\rightarrow$ technical verification $\rightarrow$ adjudication.
Outcome: Triggering of the escalation ladder and immediate pause of the current incentive tier.

Scenario B: Monitor Access Denied

Process: Obstruction logged as high-severity violation $\rightarrow$ automatic review trigger $\rightarrow$ fallback to technical/satellite verification.

Use this structure when adding new stress-test scenarios:

Trigger Event: The initial incident or violation.
Actors and Roles: Who reports, who verifies, who adjudicates.
Timeline: Sequence of actions from $T_0$ to resolution.
Gate Impact: Does this cause a gate to pass, fail, or pause?
Consequences: Which incentives are rolled back or suspended?
Lessons: How should the Risk Register or KPIs be adjusted?
